On the Governance of Irregular Immigration in China: A Case Study of Guangzhou

This paper argues that the rise of irregular migrations to Guangzhou is as a result of the internationalization of the city and the government needs to learn from the experience in Europe and the United States to address the issue and also to create a long term system of governance of irregular migration at different levels of city administration.
